Apart from having to be built from a Debian source package by the
autobuilders, it needs to be in accordance with the Debian policies, and
alien is definetely not the best way to get policy-compliance.
And also, with regard to another e-mail, I can't understand why you'd
want to read the Developer's Referece, unless you want to maintain the
package yourself (although it's mostly useful for officially registered
Debian Developers).
