Oh, no. Meta-CVS is _written in_ Common Lisp! Debian mcvs package
contains both Lisp runtime and Lisp image.

No, it cannot depend on clisp package, unless the build is changed to
compile FFI part dynamically. I don't believe dynamic FFI will work
where static FFI fails.
