photopc and the autobuilders

The photopc package is Arch:any. Yet it isn't getting built by half
the autobuilders.

According to http://people.debian.org/~igloo/status.php, the 3.05-4
version is installed on
alpha amd64 arm i386 mips powerpc sparc

This list agrees with http://packages.debian.org/photopc.

It is not getting into testing because there is an old s390 version,
and the lack of autobuilding is holding it up because it isn't in
sync.

But the real question is: why is this package not on the build queues
for hppa, ia64, m68k, mipsel, and s390?

At
http://www.buildd.net/cgi/package_status?all_pkg=photopc&searchtype=go
it is listed as "not registered".

What does this mean?
