Well, yes. I don't know much about this, I only read in Joey's blog
that the plan was to transition to cdebconf. I guess someone else will
have to handle the transition if it's going to happen.

The cdebconf package does not depend on Perl currently. I don't know
if there any base packages using Perl in their maintainer scripts or
otherwise though.
