http://people.debian.org/~srivasta/Position_Statement.html is a draft
position statement about the FDL. It is not an official Debian
publication (nor does it seem likely to become one soon, for incredibly
stupid reasons), but reflects the feelings of many DDs, and seems to do
what you want.
