/tmp is (as the name indicates) meant for temporary files, so everyone
should expect them to be gone after reboot and/or a tmp-clean process,
introduced by anything.

by contrast, /var/log is for logfiles, and logfile policy is a task for
admins, not for package maintainers.

as already mentioned, i'd appreciate to have a policy that forbids
logdir removal if subdirectories exist. this would be something
reasonable, and more compatible with admin's personal logpolicy.
