That's another interesting idea, thank you! However, httpd is also
provided by half a dozen other webservers, and even httpd-cgi is
provided also by thttpd, thy, caudium, etc., which don't have python
support.

I will ask the maintainer to have the mod-python packages directly
depend on apache*, and only if he does not want that, provide
mod-python as the second best option.
