cdebootstrap -f minimal

and then make it bootable (e.g. create /dev/console).

If you want to realy cleanup an existing system: debfoster -i

Because debootstrap fails and fails and fails. cdebootstrap parses the
Packages file and adapts to missing or extra packages or changed
dependencies.
