Think dynamic instruction sets, cheaper production costs, smaller costs for distributing a "new CPU" in software or smaller costs for fixing CPU bugs. Or think "LISP machine" if you will... In any case, this issue will not go away. One can only hope that Debian has managed to deal with it before you can't even boot without having the boot loader upload firmware to your CPU.
