In order to install a README.Debian, you need to have a
debian/<package>.README, that is, without the Debian, in your debian dir
(it's already obvious it is Debian-specific because it's in the debian
dir thus maintainer-supplied).

Also, this is more like a question for -mentors.

You might want to ponder a wishlist bug against debhelper to also accept
<package>.README.Debian, but I don't know whether the maintainer will
want to implement that. If it was inadequate (I didn't check, but I
assume it was, because you already looked at it, I assume?) you might
want to file a wishlist to improve dh_installdocs(1).
