Often it is said and stressed, that you can't demand something from
volunteers and that Debian is an effort by volunteers. 
So, demanding something from users to get d-i work, is somehow "strange" for
me. 
For the m68k part of this:
There are many, many DDs that are still owning a m68k box. So, when d-i
folks want that d-i is ported to m68k, they could either request accounts on
several m68k (buildd) boxes or some m68k boxes as well in whole. There
are from time to time donations of m68k boxes that wouldn't be a great
benefit as buildds, but for DDs to get things work, like d-i. 
I tried to explain some time ago this year, what problems occur when we
would shutdown buildds and use them for d-i porting. The excessive adding of
new 060 buildds should take some load off the buildds for being able to shut
down some 040 buildds to be able to work on d-i. 

If "someone up there" decide to use d-i as a prerequisite for release, that
one should have had an idea how to do that without depending on other
people. I'm quite sure that a m68k box could be sent to a d-i developer. 
Granted, this might be more problematic with s390 boxes to be sent across
the country... ;))
