He's requiring added complexity to other packages not under his control by
forcing them to "register" before portmap will actually listen on a remote
interface.

Gee... as opposed to just configuring /etc/hosts.deny properly, something
I've never been able to figure out why portmap doesn't do in the first
place.

Added complexity for other packages.  More than one place to control access
to the same daemon. A new Debian-ism to make us different from everyone
else.  Yeah, those are all good reasons to do this.
