apt 0.6.11+ sends an appropriate Cache-Control: max-age header, so if the
cache honors it (and the standard requires this), then there should be a
very small window (equal to the difference in timestamps between Release and
Release.gpg) during which the result could be inconsistent.  If you are
seeing otherwise, I would like to hear about it.
