do builds rebuild uploaded .debs

     On January 8 I uploaded dictd-1.9.11-1, including
dict*_1.9.11-1_i386.deb files.  In the archive on master, I see
1.9.11-1 on hppa, mipsel, powerpc, and sparc, but 1.9.10-3 on i386 and
the other architectures (except arm which has 1.9.10-2).  Are the
builds now re-building the uploaded architecture as well as the other
architectures?
