Hm. I hope the script is very clever then - I don't even know all the
rules yet! :) It will need to be able to deal with translating input in
arbitrary encodings into groff named characters, some of which won't
even really be able to be done properly until composite glyphs are made
available in groff 1.18.2. I'm inclined to think that this is a task
that should be documented for and handled by the translators in order to
produce quality output - after all, they should be testing the pages
before sending them to the translation server - but YMMV.
Maybe having translated man pages in the DDTP should wait until the
various encoding fixes that are needed have advanced a bit further than
the depths of my home directory.
