Maybe more on request of the maintainer or a user (if the upstream don't have a own translation efforts, like kde, mozilla, ...) I don't like manpage-LANG, ... packages. For the remote future we need more PACKAGE-doc-LANG packages, maybe with a own maintainer and maybe autogenerated. I don't thing is is very usefull to include the documentation of all languages in a package of the present structure. We need something like subpackages or a better scaling package management.
