AFAIUI, it is to give autobuilders a way to only install the packages
that are needed to build architecture-dependent packages (since no
Debian autobuilder currently builds arch-indep packages). So they just
install the packages listed in Build-Depends and Build-Depends-Indep
still contains additional packages needed to build arch-indep packages
for those who want to play at home.

It has been said several times on this list that the autobuilders'
behaviour is not on par with Policy on this topic, so your being
confused is not that surprising...
