Without employing some sort of source-based DNS resolution (and a lengthy
list of mirrors), you're not going to be able to please (i.e. resolve to the
cheapest mirror) anywhere near everybody. I think it has to be up to
customers of providers to know about provider specific mirrors. Debian
should just aim to make the official one something well connected and
reliable.
