There are some countries where having to dial up _is_ pretty expensive.
In Belgium, for instance, a _local area_ call costs €3.06/hour (during
peak hours). Granted, just 5 extra minutes don't mean _that_ much, but
it's not about the five minutes.

That doesn't mean one shouldn't be encouraged to read the list of
current bugs; but it certainly does mean that for some people,
alternatives should to the very least be possible.
