No, actually (at least not in the version in the archives). It's just a
bunch of jar files, one (or some?) of them containing a class with a
main method which you can call, even a manifest for using "java -jar".

There is a (also quite old now) package saxon-catalog which is a useful
wrapper. The description of libsaxon-java should mention it, possibly
even Recommend: it.
