There is no difference. In neither case is there any need for
a virtual package. If the author of that message wants to
create a replacement for ifupdown named 'foo', all he has to
do is:
Package: foo
Provides: ifupdown
Conflicts: ifupdown
If he cockier he'll also do:
Replaces: ifupdown
And if some of the dpkg wishes are granted he'll be able to do:
Previously: ifupdown (#33344)
Successor-Of: ifupdown (#77325)
Recommends-Remove: ifupdown (#65925)
Yer-Gone-Suckah: ifupdown
Na-Na-Na-Na-Na-Na-Na-Na-Hey-Hey-Hey-GoodBye: ifupdown
