Well, I just thought about cross compiling while readed the cited post :)

I've written not just "cross-compile", but "cross-compile infrastructure". 
To face the mentioned problem, there may be a "Cross-Compile-Possible:"  
field in control file that maintainer should set to "yes" if he claims 
that package may be cross-compiled.

This is a good idea. Maybe I will try after my vacation. Is 
documentation/hints abould how to do it available anywhere?
