That's a very interesting approach! I did not know this was possible when I  
sent additional information to #147091. Maybe that's something that 
language-env (or user-XX) should do upon installation to set the proper 
locale for X environments also.

Isn't /etc/environment read too? Because that is what base-config modifies 
IIRC.
