There's another option: make dpkg-source set timestamps on all modified
files to be exactly the same (say the time at which dpkg-source started
patching) when unpacking. I suggested this approach in bug #105750,
although the title of the bug has been changed to imply putting
timestamps in the diff instead.

I believe this should be quite easy, and it would be
backwards-compatible.

Can you offer more information expanding "not far off"? The best
impression I can get from dpkg CVS, package uploads, and bug activity is
that dpkg development has all but stalled.
