Red herring. Having a root filesystem mounted for read-only for
maintenance is only needed when you need to check the filesystem for
consistency. That's not a normal running state where you are trying
to run any other init scripts or get normal system daemons to run.
So the fact that a system administrator rarely needs to have the root
filesystem mounted read-only while she trying to fix filesystem
corruption problems is not a justification for the complexity and hair
and possible compatibility problems with the rest of the world by
moving files to /run.
