GPL 3a requires you to "accompany [the executable] with the complete
corresponding machine-readable source code".  I don't think providing
pointers to CVS archives fits this meaning of "accompany".

The only other option that I can see (which AFAIK has never been used
by Debian) is that you provide a written offer to give the source code
(at cost) to any third party, according to 3b, and Debian distributes
it in non-free according to 3c.
