Wrong answer.  The FHS dictates where the *applications that make
up the system* will look for these files.  If they're still looking for
a file like mtab in /etc, it's not FHS.  We've accepted this in the past
for hysterical raisins, but if we have an opportunity to fix these bugs
in the FHS itself, I don't see why we wouldn't.

This seems ok, since it is *mostly* a config file.
