It is filed; the main reason it hasn't been done is as you say, that
we'd have to supply a mechanism to turn it off, which implies
per-submitter configurability (changing the submitter address isn't good
enough, because the submitter needs to be notified when the bug is
closed), which rather suggests people having accounts - and *that* is a
can of worms I'm not sure I want to open. Also if bug submitters learn
to expect to get copies then we need a general subscription mechanism
because random people who mail bugs will also start to expect copies,
and it gets even more complicated.

I do agree that it would be a helpful thing to have, but working out how
to fit it into the debbugs model in a graceful way requires careful
thought.
