Building packages based on testing libraries had been discussed
and debated on the mailing list before.

The answer was no, because this would mean that libraries in unstable
would never get tested before they are moved into testing.

But they would get tested by whomever is running unstable. What you are suggesting is that users should be forced to "upgrade" to unstable to get additional testing for libraries before they go into "testing".
