I think that you'll find that, whether or not all of them have been
accepted, Ralf has a long and glorious history of submitting patches to
various aspects of the Qt and KDE packaging. My understanding is that
right now he's trying to determine whether this proposal is likely to be
accepted (or how it should be modified) before he writes the patch.
Think of it as making design decisions before you start coding, which in
many circles is considered a Good Thing.
