They should really just be closed if they're neither bugs nor valid
feature requests. If they're user errors which come up often I think you
should consider documenting them in a FAQ, README.Debian, or similar;
that's more helpful to users than trying to (ab)use the bug tracking
system as a source of documentation, IMHO.
