You might want to peruse the changelogs in /usr/share/doc/tar/ on any fresh
Debian system before getting too concerned about tar's upstream support.
When Paul Eggert started working on tar and explicitly researching and closing
long-standing Debian tar bug reports, I (as the Debian tar maintainer), started
tracking the tar versions on alpha.gnu.org at Paul's suggestion. I can't
explain and won't rationalize the FSF's infrequent issuance of supposed stable
versions, but it's not getting in the way of progress for GNU tar in Debian.
