In context, the case I referred to is when a particular upload of a
library is broken. The maintainer of a program using that library
shouldn't have to worry about that, but currently he might have his
package built against that buggy library rather than a tested version
from testing.
(if you know that a library is changing very often, it's best to
Build-Depend on the latest verion of the development package).
An unnecessary build depend just makes it harder to rebuild packages for
woody, and is hardly a solution.
