This is a scrollkeeper/nautilus issue. At some point of time
scollkeeper became more pedantic about the contents of OMF files
(and maybe even the OMF format changed?) and not all OMf files
are converted by now.
There are several OMF files with problems. To fix the one you
mention above one would need, I guess, to specify the character
encoding in the nautilus-user-manual-ko.omf file.
