Just because somebody sets up a repository to manage the _debian_ _package_ of some work doesn't mean he really forks it. Nor does he reinvent the wheel. I happen to have the CVS of my Debian packages on http://cvs.noreply.org/. You can find mixmaster, uucp, cvs2cl and many packages more there. They are _not_ forked. The Repository exists to manage the debian/ directory and possible debian specific changes.
