Only my quick investigation;

* /var/spool/texmf was not used in tetex of sid(unstable) at least.
It is moved to /var/cash/fonts already (tetex-bin 1.0.7+20011202-8)
because this conforms to the FHS.  Which version did you use?

* You might need tetex-extra for EC fonts.  
(Or you might need teTeX beta which we prepare to package.)
