I think you're saying that packages (a) shouldn't build-depend on automake and (b) if they must, they should do it on a particular version. [ Compared to mail-transfer-agent, those all(?) provide a mostly compatible interface --- compatible enough to send email --- through /usr/sbin/sendmail. Same thing with the editor virtual package. ]
