No, debconf will have to convert encodings when it cannot find a "native" translation in the right encoding. Presumably this would let any of the 3 encodings be used for French text, at the translator's option, and the other 2 be used by users with debconf converting on the fly. It can even _try_ to do that for Japanese, but if it doesn't work then Japanese translators will have the option to submit duplicate translations in problimatic encodings. -- see shy jo
