Me too, it's silly to build-depends on autotools-dev causing a lot of extra work for the build daemon, only to have an up to date config.sub, config.guess pair. I had the need to upgrade them only when we introduce the new architectures some months before the woody release, I updated them and I sent a copy to the upstream maintainer, that's all.
