Actually, it simply shouldn't include a libbfd.so link.
Why was this changed?
The changelog only says:
* Put the symlinks libbfd.so and libopcode.so into binutils-dev, so one
can link to them.
This makes no sense; one should _not_ link to them, except statically
(which requires libbfd.a) or from the binutils package itself (which
doesn't use binutils-dev).
