Bug#154817: general: bugs should not be closed by uploads to experimental

We have a "pending" tag, havn't we?
I think that one should be used.
But the bug tracking should have better support for bugs in different
versions anyway: actually any bug closed by an upload to unstable should
be tagged "woody", shouldn't it? Because it is not fixed there.
