Well, I suppose that should someone step forward and start the
infrastructure changes needed for the new source packages (katie, etc), and
somehow write a dpkg-source2 backport to allow woody users to unpack the new
sources.

With all that in place, I don't think there would be too much resistence
against earlier adoption of the new source format. But the backport to woody
is essential, and so is the work in katie & friends.
