Read that paragraph closer, and then fill in the words he forgot.

A file that is in the deb and lives in /etc must be a conffile.
Your file is not a conffile.
Therefor, your file must not (be in the deb and live in /etc)
  == your file must either not be in the deb or not live in /etc

[ As for modules.conf, I argue that does not belong in /etc; and as for
  the books, there are just as many that mention /etc/init.d/httpd. ]
