dh-make: multibinary template has broken clean target

Justification: creates broken packages that violate Policy 5.2

For multibinary packages, build target is now subdivided
into build-arch-stamp and build-indep-stamp.

Both stamps are touched by the build target but they are
not removed by the clean target, which breaks Policy
in section 5.2:

"[the clean target] must undo any effects that the build and
binary targets may have had, except that it should leave
alone any output files created in the parent directory by
a run of a binary target. This target must be non-interactive."

CCing to debian-devel, so that maintainers can review wether
their packages are affected.
