There are Debian Developers who do not maintain packages.  They run
buildd's, help with documentation, and perform other infrastructural
tasks.

IIRC, Jason Gunthorpe for a *long* time did not have his name in the
"Maintainer" field of any package.  Yet he's a Debian Admin and sits on
the Technical Committee.  I hope your grep command could manage to
measure his contribution in the event he hadn't decided to bite the
bullet and put his name in apt's control data.
