CPAN tries to do something like this, IIRC. We've got a mirror at debian.teleglobe.net that does it, too.
Do either of these attempt to do it by network location rather than physical location? debian.teleglobe.net didn't seem to resolve to anything different when I tried it from different locations. Do they just look at the reverse hostname and pick something on the same continent? This isn't accurate enough.
Most sf.net users have the ability to know which mirror is better for them, may it be knowledge of network topology or just dumb luck trying all the mirrors. Many systems don't get close to that, akamai is close, however. (unless they dont have their routing tables right and make you use an akamai server 30+ hops from yourself.)
