You're free to do so, and either find a sponsor or file bugs with
patches. There's also nobody stopping you from becoming a Debian
developer.
But you have to understand that not just plainly everybody can start
uploading packages. We have to put a line *somewhere*; and that line is
that you have to be a developer to be able to upload packages.
