Debian allow any one who has undergone the application to be maintainer to
build package and upload. The application process is free for subscription,
(even if you may consider it to be slow), and ensure us (or, at least try to)
that the new maintainer will work on a good quality software.

Indeed it's not true that only the maintainer can work on his package, but
collaborative maintainership is becoming a reality. You can join to work on an
olready available package (given that the mainteiner wants to).

It's my opinion that we cannot allow any package to be included into official
distribution due to security infrastructure, non i386 or linux port, and
general distribution issues to be maintained, in terms of human work
and hardware.

Anyway, any one who likes it, can build his own repository and distribute his
software.
