I think we need to look at the debian autobuilders and unstable->testing->stable repositories as simply a promotion chain for a package on the road to a "stable" status. Releasing weekly snapshot packages is great for development, but that isn't really the purpose of the promotion chain. "experimental" or public_html repositories, like AJ suggested, are probably the best way to do snapshots.
