Hmmm... I'm not entirely sure.

libexec as I've typically seen it used by GNU programs is something
like libexec/package/version/executables.  That gives everything
versioned pathnames, while not giving them versioned filenames (since
they now don't need it).  

I can't find the documentation that specifies how to use libexec, so I
don't know if this is specified, or just convention among the programs
I've used, but it does solve the problem.
